Re-bidding Contracted Underground Work for 2017

In late 2016 UDWI made a decision to re-bid all contracted underground work for 2017.  After notification of the bid process was made, bid packets were delivered to 25 different area contractors who had expressed interest in the work. The 25 potential bidders were each assigned a letter of the alphabet, to ensure those making the final decision did not know the name of the contractors.  Of the 25 potential bidders, 17 attended a pre-bid meeting on December 16 to discuss the bid requirements and work expectations. 

Criteria for Contractor Selection

Operations Department personnel later met to determine the criteria upon which the decision would be made, and created an objective grading scale for each of the criteria.  Bidders would be graded based on 1) years of experience, 2) relevant experience in the field, 3) necessary equipment available, and 4) ownership status (member, female, or minority owned).  Price was also to be considered, and would be calculated by multiplying the submitted unit prices times the estimated number of work units performed last year to arrive at a sum total price for each contractor.

Submission Results

On the submission deadline of January 13, ten contractors submitted bids for the underground work, while three other contractors provided notification that they declined to bid at this time.  Of those ten bidders, two had significant omissions from their bid packet and had to be excluded from consideration.  The remaining eight bidders were graded by operations personnel using the decision criteria and grading scale mentioned above.

How the Selections were made

On January 23, a regular meeting of the Board of Directors was held.  One of the agenda items of that meeting was to review bid results and award contracts for the underground work. Without seeing any identifying information for individual contractors or their grades, the Board of Directors weighed the strategic importance of the decision criteria.  By multiplying the strategic weight of each criteria times the individual grades for each contractor, a total score was assigned to each of the eight contractors.  The Board of Directors reviewed the results of this weighted score, and made a motion to accept “O” and “Y” as our primary underground contractors, with “C” as an alternate.  The motion was seconded and carried.

The Final Results

On January 24, each individual contractor was contacted and informed of the results, and what letter they were assigned during the bid process.
